West Berkshire Council's Health Scrutiny Panel will be suggesting to Newbury and Community Primary Care Trust that there should be a brand new stand-alone building for the service, somewhere on the site of the new hospital, which meets the requirements of all users. Following the public debate on the issue last Friday, it was clear from the point of view of the PCT that keeping open the old unit – which is under-utilised – is not an option, which is why the Panel will be recommending a realistic solution. That is, the building of a new separate non-clinical unit that effectively maximises public and voluntary resources. The clients and the charities which support the Charles Clore unit have said that a separate, non-clinical building on the hospital site would be acceptable. The Panel Chairman, Councillor Tony Linden, said: "We do not believe the PCT will be willing to continue using public money to retain a facility that is not fully used, and for which there are clearly other options. "Any recommendation to retain the existing unit would be unrealistic, and raising expectations of that as a possibility would, I believe, be very unfair and misleading to the current users. Furthermore, the issue from the users' point of view was not about saving the existing building, but about the retention of a holistic non-clinical palliative care service, with its own ambience separate from the main hospital. What are recommending is a solution that would retain and enhance the current service, in a stand-alone building on the site. "A clear message from the users, which I fully support, is that keeping the current Charles Clore unit open until a new stand-alone building is up and running is essential. "West Berkshire Council intends to work in partnership with the PCT and other stakeholders to facilitate the new stand-alone building." -
